Job Summary
We are looking for a seasoned, meticulous Wet Utilities Estimation Specialist to create precise cost proposals and competitive tenders for subterranean utility projects encompassing water, sewage, and storm drainage systems.
This position is vital to our prior to construction and business advancement endeavors, aiding infrastructure projects in both the public and private sectors throughout Southern California. You will collaborate closely with project managers, field teams, and leadership to ensure that estimations are feasible, justifiable, and in alignment with construction feasibility.
Key Responsibilities
Examine urban blueprints, specifications, and contractual papers to define scope and pricing approach.
Conduct thorough quantitative assessments for digging, pipe installation, manholes, structures, and attachments.
Create comprehensive cost assessments covering labor, materials, equipment, subcontractors, and general conditions.
Interpret and implement local and organization standards including mandates from the City of Los Angeles, San Bernardino County, and Caltrans.
Request and assess supplier and subcontractor pricing for accuracy, extent, and competitiveness.
Compile and present tender packages, RFQs, and RFP replies on time.
Collaborate with project managers and field leaders to verify construction feasibility, logistics, and production assumptions.
Participate in pre-tender meetings and conduct on-site inspections to evaluate accessibility, utilities, traffic management, and staging limitations.
Maintain historical cost records and adjust unit pricing based on market conditions.
Support budgeting, value engineering, and change order pricing on successful bids.
Qualifications
High school diploma or GED necessary.
Preferred qualifications include a degree in Civil Engineering, Construction Management, or a related field.5+ years of estimating background in wet utilities, below-ground infrastructure, or heavy civil construction.
Thorough understanding of methods for water main, sewage, and storm drainage installation.
Proven capacity to interpret and understand civil diagrams, profiles, and municipal specifications.
Familiarity with estimation tools like Bluebeam, Excel, Agtek, HCSS is advantageous.
Strong grasp of prevailing wage requirements, union labor rates, and public works bidding protocols in California.
Excellent attention to detail, organizational skills, and communication abilities.
Valid California driver’s license and willingness to travel to job sites when necessary.
