The Head Procurement Executor at a manufacturing facility is responsible for overseeing the procurement process for essential materials, equipment, and services necessary for production. This role requires in-depth knowledge of manufacturing operations, supply chain management, and close collaboration with internal stakeholders and suppliers to ensure a continuous flow of high-quality materials while optimizing costs.


  • Executes and manages Purchase Orders for the procurement of essential commodities, services, and complex procurements, with a focus on enhancing supplier quality and reducing ownership costs
  • Prepares and issues moderately to highly complex purchase orders and agreements, ensuring proper documentation, review, and approval in accordance with company policies and procedures. Identifies and mitigates risks during negotiations of terms and conditions
  • Resolves supplier issues (lead time, drawing issues, etc.), collaborates with Operations Program Manager and Supplier Quality to address supplier quality concerns, identifies new product sources, improves supplier performance, issues corrective actions and quality control instructions, and assesses supplier responses to corrective actions
  • Works with management to address supply chain management aspects, including procurement support, commodity business plans, market trend assessment, pricing, and product availability
  • Coordinates purchasing activities with internal partners to acquire products and services in a cost-effective and timely manner
  • Supports proposal activities by providing innovative solutions to meet Program needs and requirements
  • Processes purchase requisitions, purchase orders, revisions, and quotes to suppliers
  • Performs cost or price analysis on procurements of medium to high value, risk, and complexity
  • Negotiates and documents terms and conditions, price, delivery, quality, and performance requirements on moderately to highly complex procurements
  • Monitors the cost, schedule, and scope of assigned procurements, negotiating for the highest quality at the best value
  • Develops new supply sources when existing suppliers are no longer competitive
  • Recommends cost-saving proposals and alternative sources as appropriate
  • Handles supplier quality issues through interactions with suppliers and QA departments
  • Builds productive relationships with internal and external parties
  • May coordinate the activities of other personnel
  • Attends proposal planning and kickoff meetings
  • Collaborates with functional areas to initiate the estimating process, prepares priced Bill of Material and Material cost estimates
  • Reviews requirements documents for clarity and adequacy
  • Provides input into procurement decisions, including make/buy, source selection, market research, and supplier qualifications
  • Identifies potential resources for materials, equipment, supplies, and services, and issues request for proposals
  • Reviews and evaluates supplier proposals for compliance with requirements
  • Participates in proposal evaluation teams for fact finding, technical evaluation, and cost/price analysis
  • Ensures timely communication of material status to relevant stakeholders
  • Conducts supplier surveillance and audits
  • Leads, trains, and mentors supply chain professionals
  • Drives continuous improvement in material commonality, cost, schedule, and risk reduction efforts
  • Supports internal and external compliance audits


  • Bachelor’s degree in Supply Chain Management or equivalent is preferred
  • Minimum of 6+ years of experience in procurement and supply chain management in a manufacturing setting
  • Professional APICS and/or ASCM certification is an asset
  • Ability to interpret and communicate engineering drawings and specifications
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)
  • Strong interpersonal skills for effective communication with internal customers and suppliers
  • Experience with JDE is preferred
  • Strong decision-making and analytical skills
  • Ability to work independently and in a team, in a fast-paced, deadline-driven environment
  • Demonstrated ability to quickly grasp new information and handle complex problems
  • Shows initiative, exercises independent judgment, and resolves complex issues creatively and effectively
  • Advanced computer skills
  • Ability to lead and mentor a small team
  • Must meet requirements for access to technology controlled under ITAR and EAR regulations


  • Bachelor’s Degree in an Engineering discipline is preferred
  • Ability to interpret and communicate engineering drawings and specifications is desired
  • Technical familiarity with various materials and manufacturing processes is desired
  • Six Sigma Black Belt certification is preferred
  • Experience with supply contracts
  • Excellent PC skills required, familiarity with SAP desirable
  • Strong communication skills at all organizational levels
  • Functional understanding of BOM’s, MRP, QS9000, and related AIAG practices and standards
