Program Chief

The role of the Program Chief involves overseeing the financial and program aspects of an OASAS-licensed halfway house in Plattsburgh, NY. The primary goal is to support residents in maintaining their sobriety and abstinence skills, as they work towards an independent and drug-free life.


  • Coordinates and strengthens the integration of residential, rehabilitation, and clinical treatment services
  • Supervises a team of 15 employees
  • Incorporates evidence-based practices into the house programming
  • Oversees the program and its staff, including performance management, hiring, orientation, and training
  • Monitors the revenue and expenses of the house
  • May serve as a Health Coordinator, ensuring the provision of education, risk reduction, counseling, and referral services to residents for various communicable diseases
  • Documents and delivers all services in compliance with Federal/State regulations and company policies/procedures
  • Completes all required trainings
  • Reports and monitors the outcomes of the house
  • Provides direct services as necessary
  • Attends meetings and appointments representing the company and clients
  • Assists in the training of new staff
  • Contributes to continuous quality improvement efforts
  • Ensures compliance with regulatory and organizational policies and procedures


  • High school diploma or equivalent required; preferred bachelor’s degree in a human services field
  • At least 5 years of experience in dual recovery or the alcohol/drug field
  • Qualified mental health professional required; CASAC or CASAC-T certification preferred
  • In-depth knowledge of recovery-oriented substance-related individual and group counseling practices and procedures
  • Strong communication, time management, and organizational skills
  • Proficiency in Microsoft Office software and maintaining electronic records/charts
  • Valid NYS driver’s license and reliable transportation for local travel
  • CPR certification preferred
  • Ability to physically move and react quickly, including climbing stairs, in response to situations throughout the residence and outdoors
